Five regulations on strictly preventing dust explosion in Enterprises

1、 It is necessary to ensure that the workplace meets the requirements of the standards and specifications, and it is strictly prohibited to set it in the multi-storey rooms in violation of rules and regulations, and in the factories and residential areas where the safety distance is not up to the standard.

2、 The ventilation and dust removal system must be designed, installed, used and maintained in accordance with the standard specifications. Each shift shall detect and clean up the dust in accordance with the regulations. During the shutdown of the dust removal system and when the dust exceeds the standard, it is strictly prohibited to operate, and to stop production and evacuate people.

3、 The explosion-proof electrical equipment must be used according to the specification, the lightning protection, anti-static and other measures shall be implemented to ensure the grounding of equipment and facilities, and all kinds of open fires and illegal use of operation tools are strictly prohibited in the workplace.

4、 It must be equipped with waterproof and moisture-proof facilities for production, collection and storage of aluminum magnesium and other metal dust, and it is strictly prohibited for the dust to self ignite when wet.

5、 The safety operation regulations and labor protection system must be strictly implemented, and it is strictly prohibited for employees to wear dust-proof, anti-static and other labor protection appliances for work if they fail to pass the training and use them as required.

The five provisions on strictly preventing dust explosion of enterprises (Order No. 68 of the State Administration of work safety) are applicable to explosive dust workplaces involving coal powder, aluminum powder, magnesium powder, zinc powder, titanium powder, zirconium powder, flour, starch, sugar powder, milk powder, blood powder, fishbone powder, textile fiber powder, wood powder, paper powder, rubber plastic powder, tobacco and other enterprises in the industry and trade. Among them, the first one is for the plant, the second one is for dust prevention, the third one is for fire prevention, the fourth one is for waterproof, and the fifth one is for system.

Article 1 it is necessary to ensure that the workplace meets the requirements of the standards and specifications, and it is strictly prohibited to set it in the multi-storey houses in violation of the regulations, factories and residential areas with substandard safety distance.

Interpretation:

1. The factory building in the dangerous dust explosion workplace must meet the requirements of code for fire protection design of buildings (GB50016-2006) and safety code for dust explosion protection (gb15577-2007). The workshop should be designed as a single layer, and the roof should be light structure. If the plant is designed as a multi-storey building, it shall be a frame structure, and the walls around shall be provided with a sufficient area of explosion vent, so as to ensure that the strength of the partition between floors can withstand the impact of explosion, and ensure that more than one floor has an independent emergency exit.

2. The power house in the dust explosion dangerous work place shall be separated from other power houses or buildings (structures), and its fire safety distance shall conform to the relevant provisions of gb50016.

3. Due to the huge power of dust explosion and the wide range of hazards, it is strictly prohibited to set up the dangerous workplaces of dust explosion in residential areas.

Article 2 the ventilation and dust removal system must be designed, installed, used and maintained in accordance with the standards and specifications. Each shift shall detect and clean up the dust in accordance with the regulations. During the shutdown of the dust removal system and when the dust exceeds the standard, it is strictly prohibited to operate, and the personnel shall be removed from production.

Interpretation:

1. The ventilation and dust removal system can effectively reduce the dust concentration and dust deposition in the workplace. Enterprises must design, install, use and maintain the dedusting system in accordance with gb15577, gb50016, guidelines for the explosion protection of dust collectors used in dust explosion hazardous areas (GB / t17919-2008) and code for design of heating ventilation and air conditioning (GB50019-2003).

2. The dust removal system in the dangerous work place of dust explosion must be set relatively independently according to gb15577 and according to the process partition (partition). All dust producing points shall be equipped with dust hoods. Interconnection between the pipe networks of each dust removal system is prohibited to prevent chain explosion.

3. In order to ensure the safe and reliable operation of the dust remover, the enterprise must test the indexes (parameters) such as the pressure difference at the inlet and outlet, the temperature at the inlet and outlet and the ash hopper of the dust removal system in accordance with the provisions of GB / t17919. The dust concentration shall be tested in accordance with the provisions of determination of dust in the air of workplace - Part 1: total dust concentration (GBZ / t192.1-2007).

4. In case of dust deposition in dedusting system pipeline and deduster box, it is necessary to find out the cause and clean up in time. Vacuum cleaning shall be adopted to avoid dust flying. If it is necessary to adopt the blowing method, nitrogen, carbon dioxide or other inert gas shall be used as the cleaning gas source to prevent dust explosion during the cleaning process.

5. The dust deposited in the workplace is the main factor that causes chain explosion and big explosion. The enterprise shall establish a regular dust cleaning system in accordance with gb15577, and each shift shall clean the operation site in a timely and comprehensive manner. When cleaning dust, measures shall be taken to prevent secondary lifting of dust. It is better to adopt negative pressure cleaning. It is strictly prohibited to use compressed air for purging.

6. During the shutdown of the dedusting system and when the dust accumulation is serious (the thickest part of the accumulation is more than 1mm), it is easy to cause dust explosion. Therefore, the operation must be stopped immediately and the personnel shall be removed from the operation post.

Article 3 explosion proof electrical equipment must be used in accordance with the specifications, lightning protection, anti-static and other measures must be implemented to ensure the grounding of equipment and facilities, and all kinds of open fires and illegal use of operation tools are strictly prohibited in the workplace.

Interpretation:

1. All kinds of open fires and sparks shall be strictly prohibited in the dust explosion dangerous workplace. The use of explosion-proof electrical equipment is a reliable measure to prevent electrical sparks. Explosion proof electrical equipment must be installed and used in accordance with code for design of electrical installations in explosive and fire hazardous environments (gb50058-1992) and code for safety of electrical explosion protection in hazardous locations (aq3009-2007).

2. The huge discharge current generated in the process of lightning discharge has great destructive power, and it is also easy to cause dust explosion accidents. The power house (buildings and structures) in the dust explosion dangerous workplace must be equipped with lightning protection system and reliably grounded according to the code for design of lightning protection of buildings (gb50057-2010).

3. The conveying, discharging, mixing, mixing, filtering of powder and the crushing, grinding and screening of solid will generate static electricity, which may cause dust combustion or explosion. All metal equipment, device casings, metal pipes, supports, components, components, etc. in dust explosion hazardous workplaces shall be grounded in accordance with gb15577 and general guidelines for electrostatic accidents (gb12158-2006). All metal pipe connections (such as flanges) shall be spanned.

4. Sparks will be generated due to collision and friction between iron devices. It is forbidden to use the iron working tools which are easy to collide sparks in the dangerous dust explosion workplace, and the explosion-proof tools shall be used for maintenance. Especially for the places with aluminum, magnesium, titanium, zirconium and other metal powders, effective measures should be taken to prevent them from friction, impact and spark with rusted steel.
