Law on the Prevention and Control of Air Pollution

1. Total emission control system for major air pollutants

First, plan control measures. By means of national planning control and local planning implementation, we will control or gradually reduce the total amount of air pollutants discharged by local industries in a planned way, with the aim of ensuring that the quality of the local air environment meets the prescribed standards.

Second, measures for acid rain control areas or sulfur dioxide pollution control areas (hereinafter referred to as the "two control areas"). Those who discharge atmospheric pollutants exceeding the standard within the area shall be put under control within a time limit.

Third, total control area measures. The areas not yet designated shall be designated by The State Council and the people's governments at the provincial level as control areas for the total emission of major air pollutants. Enterprises and institutions that discharge major air pollutants within the control unit shall be subject to a system of checking the total amount of emissions and discharging permits.

2. Atmospheric environment standards system. Atmospheric environment standards mainly refer to the atmospheric environment quality standards and atmospheric pollutant emission standards formulated by national environmental protection departments and provincial local governments according to law.

4. The air environment quality bulletin system. According to the provisions of the law, the administrative departments of environmental protection under the people's governments of large and medium-sized cities shall issue regular air environment quality bulletins and gradually carry out the air environment quality forecast work.
